Public tug ideas

Cruel way to torture someone is to handcuff them to a pole in middle of a neighborhood and say torture me on their bare upper body. Any creative public tug ideas?
Tie up wrists and torso, hobbled legs, gagged (stuffed, and wrapped with bandages) then dressed in a trench coat, scarf, and hat so no one can tell you're even a captive.
Then I'll take you out for a nice winter stroll and no one will be the wiser.
