Fictional? Waaaaaayyyyyyy too many to list....
Most of the guys from "Arrow", since they would know how to tie up someone. And they're hot.

Cheryl Ladd - "Kris Monroe" out of "Charlie's Angels"!
And since we're talking about fictional characters - Spiderwoman (alter ego of Jessica Drew) out of Marvel Comics! Not only did she get tied up a lot herself, but while working as a bounty hunter, she tied up a lot of guys too!

I would happily volunteer to be tied up by any of the girls from totally spies, Harley Quinn, Julie from the OG bakugan, and ty-lee from avatar the last air bender.

I'm seeing a lot of love for Harley Quinn on here. She's another character who I wouldn't mind being tied up by.
