You’re definitely not properly bound without a gag.

I do love the removing and reapplying or a gag when the captive is held. It’s a way of controlling the captive.

“Be a good boy and I’ll remove the gag.”
“If you scream, I’ll gag you again and a lot tighter.
Reapplying when leaving. “Time to gag you up again kid”

I could not agree more. Your captive can mostly likely see it in your face how much you enjoy seeing him/her gagged as well. A captive should always remain gagged until....

Looks like the consensus here is that captives should always be gagged no matter what. I couldn't agree more, and this is from someone who enjoys being a captive themself! I enjoy the helplessness a gag provides and just can't do bondage without one. If you ask me whether or not I should be gagged, the answer from me will always be yes! I'm always willing to be gagged!

In many of my bondage fantasies, I imagine myself being held captive in some remote location where's there's almost no chance of me being found. I could scream for help at the top of my lungs and no one would hear me. Despite that, my captors gag me anyway, presumably because they just want peace and quiet.

I find this to be really exciting, as it's another way for my captors to assert control over me and put me in a more submissive state. What are your thoughts on this?

The same could apply to being tied up in general. A captive could simply be locked in a room or cell by their captor without the need for them to be tied up at all. They'd still be held there and at their captor's mercy.
But like you said, I think any superfluous additions made by the captor go that bit further to cement their control over the captive.
If I was locked in a room I'd feel pretty helpless. If I was locked in the same room but also tied to a chair and gagged, I'd feel beyond helpless.
I love that attitude of 'Yeah I don't need to gag you. But I'm gunna do it anyway!'

Ideal scenario for me. Victim kept gagged while kidnapper is out. Kidnapper returns, victim is ungagged for a short while, then regagged when s/he goes out again. Perfect!
