Escape artists have done it before. That being said, it's stupid and I would never recommend it.

Back in high school, in gym class we had lessons in "drownproofing" - how to stay afloat in water with a minimum of energy. Presumably to learn how to do it even with an arm injury, so that we would only be using only our legs, they tied our hands behind our backs.
