Bondage "Wish"

Not sure if this was posted to the old site, but I remember a decently long story of a boy in college who found out he could somehow 'wish' someone to be tied up and gagged however he desired. At one point he was talking to an annoying girl on campus and muttered under his breath something like "I wish she was gagged" before she was magically gagged seemingly from nothing. At one point in the story the protagonist does the same to his teacher after she finds out.
