Naked has to be my choice...it heightens the helplessness for me.
Also, as a straight guy, being stripped by another guy and then tied REALLY adds to the helplessness!

White briefs and white ribbed tank undershirt (wifebeater). Nothing hotter on a bound and gagged guy,
White socks optional - especially since they make great gags.

Fully clothes, especially if it is limited to M/M. I might go without shoes, not because of any...interest...in that, but because it's sometimes more comfortable.
There's a small part of me that would like to be bound and gagged in a suit, because they're already a little restrictive, and it would give a good "kidnapped for ransom" kind of feeling.
